Yes. Typically. It's not that he's -wrong-, but he's being extremely inappropriate about a subject that is sensitive for most people and considered a private matter by most species. His attitude is not the usual and not to be imitated.

As I said earlier, humans reach sexual maturity around the age of 12, though the age varies by the individual. What that means is that their bodies change in a number of ways, primarily in that they are able to produce offspring as of that point.

One matures mentally throughout their life, and especially during the childhood years; and yes, some of it is linked to puberty (a term for the process of sexual maturation.) I'll touch on that soon.

The primary change is the maturation of the sexual organs. This is different between men and women. The changes in women allow them to become pregnant and bear children, and the changes in men allow them to impregnate women during sexual intercourse.

As long as it is between consenting partners, the sex of those involved or even the method of [god help him] stimulation doesn't matter at all. The biological purpose of the sexual impulse is to encourage reproduction, but that doesn't define its use. Just be careful and respectful.
